The film is dedicated to one of the crucial stages in the development of the communist dictatorship in the Soviet Union, when the heirs leader looking for ways to survive and consolidate his power.

Pragmatists (A.I.Rykov, NIBukharin) proclaimed a new slogan of "building socialism in one country", supported by JV Stalin and Dzerzhinsky apparatchiks. G.E.Zinovev and L.B.Kamenev noticing strengthening the position of Stalin tried to seize the initiative at the XIV Congress of the Party. G.E.Zinoveva defeat and L.B.Kameneva the Congress was an important step towards establishing a personal dictatorship of Stalin.
